How about vellum? Have you tried it? Are you leery to use it? Are you worried about the pH level in vellum?
Vellum is a translucent paper that is used by many rubber stampers and has recently entered the scrapbooking and memory album forum. It comes in many colors, as well as a clear (which is really sort of foggy), and with patterns, such as marbled.
What is it good for? Windows, water, bug wings (see the right example above)... anything that you want to see through. Think about pool pictures, with vellum you can place pictures under it and give the impression of under water. Or maybe create a window and use vellum as the panes to look through.
Here colored vellum looks like pond water.
It's also great for journaling (see the left example above). Vellum mutes bright and patterned papers enough to allow journaling to show. Simply journal on the vellum and affix it to your page. You may want to affix the vellum with glue dots in the corners, with ribbon, with glue under other embellishments, or with a Xyron.
ALWAYS test vellum with a pH pen. Not all vellum is marked acid free and safe for use in scrapbooks, even if it is. So better to be safe, especially if you plan on having it in direct contact with your pictures.
